Annex 2 A model of a national minority pre-school education programme
9. (..) For children since the age of five years, the main medium of communication in a play-lesson shall be the Latvian language, except activities organised with an aim of learning national minority’s language and ethnic culture.

Publisher’s note: some opposition members of parliament have filed a set of questions (No. 1/J13) to the Ministry of Education and Science concerning these regulations. Question No. 4 requests “to provide the grounds for the compatibility of the regulation with the Convention on the Rights of the Child (..) in particular with its Article 30, which establishes: ‘In those States in which ethnic, religious or linguistic minorities or persons of indigenous origin exist, a child belonging to such a minority or who is indigenous shall not be denied the right, in community with other members of his or her group, to enjoy his or her own culture, to profess and practise his or her own religion, or to use his or her own language.’ “. The full answer of the ministry (in our unofficial translation) to that question is as follows:
“The education content provided for in the annex 2, “Model programme of national minority pre-school education”, of the aforementioned Cabinet regulation, supports the wish of persons belonging to national minorities for the pre-school education to be implemented in a minority language, in accordance with the provisions of the State Guidelines for Pre-School Education. The regulation provides for learning language and ethnic culture of national minorities – subparagraph 10.1.1. of the regulation determines basic skills in the language, in which the education programme gets implemented (including in a national minority language), and subparagraph 10.3 determines basic skills in the learning field of understanding culture and self-expression through art, which also applies to acquisition of ethnic culture.
